Over 40 countries now have comprehensive laws to facilitate access to state records; over 30 more are in the process of enacting such legislation. - In addition to comprehensive freedom of information laws, many countries have legislated access to specific types of information. In some countries, new "data protection" laws now enable individuals to obtain their own records held by government agencies and private organizations. In others, specific statutes give rights of access to information in such areas as health and the environment. This ambitious international grant initiative is under the auspices of the United Nations Human Settlements Programme (UN-HABITAT). The Global Urban Observatory, an international capacity-building network, was established to help meet the goals of the Habitat Agenda, the World Summit on Sustainable Development, and Agenda 21, from the 'Earth Summit' in Rio de Janeiro in 1992. The goal of the grant program is to provide GIS technology and training for up to 1,000 cities in the least developed countries so they can participate in the collection of urban indicator information and improve both city management and the lives of urban citizens. These indicators are the foundation for the Global Urban Observatory. The data will be analyzed in support of the Millennium Declaration goal, adopted by the General Assembly of the United Nations in 2000, to improve the lives of 100 million slum dwellers by the year 2020. GIS at the Harry Oppenheimer Okavango Research Centre of the University of Botswana Work in the GIS/Remote Sensing laboratory of the Harry Oppenheimer Okavango Research Centre (HOORC) of the University of Botswana is aimed at the gathering and management of geographic information about the internationally important Okavango wetland wilderness. Considerable sets of satellite image data and vector data have been gathered and processed in the context of several ongoing research projects, mostly aimed at promoting sustainable natural resource use and resource conservation. Examples include: The EU funded "Water and Ecosystem Resources for Regional Development" (WERRD) project: use is made of aerial photographs, satellite imagery and GIS techniques to produce detailed land-use information for land-areas in and around the Okavango Delta. and The Vegetation and Elephant Habitat Mapping Project (jointly funded by the EU and Conservation International): field data are used in combination with satellite data interpretation and classification and GIS techniques to map vegetation cover in northern Botswana. One of the aims is to discover where elephants migrate and what they feed on. This data is of relevance toward the management of the elephant population in northern Botswana, the largest contiguous population of savanna elephant on earth. The main objectives of the survey were to complement country information data and to provide consistent and reliable detailed information on change processes for the period 1980-1990 at pan-tropical, regional and ecological zone levels. 117 sampling units covering 10% of the pan-tropical area were selected.
