We are now ten days away from the deadline for submittingabstracts to the combined GSDI, INSPIRE and Dutch National conferenceson SDI! Full papers for the refereed book are also due at this time. Full papers for the refereed journal issue may be submitted later but the abstracts are still due on December 1. This is shaping up to be a great conference so we look forward to your submissions!

Partners inorganizing this conference include the GSDI Association, Joint ResearchCenter (JRC) of the European Commission, EUROGI, Geonovum, Space forGeoinformation Innovation Program (RGI) and Delft University ofTechnology. The plenary and paper sessions of three major geospatialconferences are being integrated into a single program and held in thesame venue. These combined conferences include the Eleventh GSDIConference, the Third Inspire Conference and the Dutch NationalConference reporting on Dutch SDI Results andChallenges.

Call for Papers

Presentations are invited that cover the full range ofpractice, development and research experiences that advance thepractice and theory of spatial data infrastructure development. Consultthe suggested ConferenceTopics.

The submissions accepted throughthis call for papers will be orally presented in the parallel sessiontracks shown in the ProgramOverview.

GSDI 11 will support threeprimary forms of publication:
(1) a normal conferenceproceedings with abstracts and full articles, published on aCD,
(2) a pre-conferencepublished book of fully refereed articles, and
(3)a post-conferencespecial edition of the International Journal of Spatial DataInfrastructures Research (IJSDIR) with full articles selected from theproceedings and then fully refereed and revised after theconference.

(1) Call forConference Proceedings Submissions

Abstracts shouldbe 250-500 words in length and will be reviewed by the GSDI-11Conference Program Committee. Authors are limited to a maximum of twoconference paper abstract submissions, whether as lead or secondaryauthor.

Presentations will be organized in thefollowing tracks, but authors are invited as well to submitpresentations that fall outside of these topical tracks. The tracksidentified by number are as follows:

  1. Experiences in developing local, regional,national, multi-national, and global SDI initiatives, projects andprograms
  2. Applications arising from the use ofimproved spatial data infrastructure including those related to povertyalleviation; environmental sustainability; e-government; e-commerce;disaster prevention, management and response; public order and safety;transportation; spatial planning; health; consumer products (e.g.navigation and gaming); managing resources such as oceans, forests,roads, rivers, housing and property (cadastre) and similartopics
  3. Geographic Data issues and Metadataissues
  4. Clearinghouses/registries/portals/archives
  5. Web-basedservices for discovery, access andprocessing
  6. Standards and InteroperabilityIssues
  7. Legal, Ethics, Policy, and Economicissues
  8. Institutional, Administrative, andManagement Issues

High-quality submissions will be accepted for presentation atthe conference. Abstracts and follow-up full articles will be publishedin a conference proceedings volume to be made available on CD. Forfollow-up full paper submissions, authors retain copyright in theirwork but will be required to agree to a Creative Commons License tohelp ensure continued global access to their work over time. Abstract SubmissionProcess

Web Submissionof Abstract: Please submit your 250-500 word abstractthrough the GSDI-11Conference Submission Management System. Do NOT upload yourabstract. Rather cut and paste your abstract into the form window forthe abstract. You have the option as well of uploading your full paperif the paper is ready. See below the final paper format requirements.You may return to the site at any time to upload a new or revisedpaper. Save the automated e-mail you willreceive that contains your password. If youforget your password do NOT make a new submission but rather contactthe administrator.

E-mail Submissionof Abstract: We highly encourage submission through theweb. However, if your web access is limited and you would prefer tomake a submission by e-mail, then please do the following. Includepaper title, author's name, affiliation, mailing address and emailaddress followed by the text of the abstract. At the very end on aseparate line, indicate the number of the track listed above in whichyour presentation might best fit. On a further separate line indicatewhether you prefer an oral or poster presentation. The abstractsubmission should be left justified in entirety, written in English,12-point, Times font, single-spaced with no bold, italic, or underlinedtext. Submit the abstract to astevens@gsdi.org with an email subjectline of GSDI-11 Abstract Submission by <your lastname>. The administrator will then submit it to theweb site system for you.

Acceptance of Abstract: If yourabstract is accepted by the review team and you pay the conferenceregistration fee by the specified deadline, your submission will bescheduled in an appropriate session for oral presentation at theconference.

Final Paper SubmissionProcess: If your abstract is accepted for oralpresentation, you are encouraged to submit a full paper before 1 April2009 for inclusion in the GSDI-11 Conference Proceedings. The fullarticle should be submitted in Word or other editable form (NOT pdf)and should adhere to the sample GSDI manuscript template. For thisconference the GSDI manuscript template should be considered synonymouswith the ManuscriptTemplate of the International Journal of SDI Research. Tosubmit through the web interface, return to the same GSDI-11 Conference SubmissionManagement System and follow the instructions and options forsubmitting the final version of your full paper. Your previouslyreceived automated e-mail contains your password. If you forget yourpassword do NOT make a new submission but rather contact theadministrator. Publication and LicensingIssues

Abstracts and follow-up fullarticles will be published in a conference proceedings volume to bemade available on CD and later archived on the Web. Authors retaincopyright in their work but through the act of submission to thisconference are agreeing to a Creative CommonsAttribution 3.0 License for their work to help ensurecontinued global access to the work over time. All publicationsproduced for the conference, including abstracts, full papers andpresentation slides will be openly archived eventually athttp://gsdi.org/gsdiConferences.asp


(2) Call for Article Submissions for theFully Refereed Book

Full papers, consisting of5,000-word manuscripts, will be thoroughly reviewed by at least threemembers of the international GSDI-11 PeerReview Board. Manuscripts should describe original work thathas not been published before.

Final Papers must bewritten in English (although the initial abstract and first version ofthe paper may be in Spanish), include an abstract, conform with thesample manuscript template and be submitted electronically.High-quality submissions will be accepted for presentation at theconference and will be published in book form as a refereed conferencedocument tentatively titled Spatial Data InfrastructureConvergence: Research, Emerging Trends, and CriticalAssessment. Authors will retain copyright in their workbut will be required to submit a Creative Commons License to helpensure continued global access to their work over time. Any submissionsnot accepted for the book will be forwarded for consideration under theabstract review process for the conference and for the Special Issue ofthe International Journal of Spatial Data Infrastructure Research. Thespecial issue will accommodate scholarly articles that may be more casehistory based.

Full-length paper submissions for thebook will be expected to address fundamental theory or research in anyarea of spatial data infrastructure advancement. Submissions in thiscategory might:

  • test or analyzeinnovative approaches in addressing technical, legal, economic, orinstitutional challenges;
  • critically assess currentspatial data infrastructure initiatives;
  • documentand analyze successes and challenges to be found in standards efforts,data harmonization efforts, and casehistories;
  • describe conceptual models thatincorporate emerging or future technological, institutional, economic,legal or combined solutions in overcoming spatial data sharingimpediments;
  • compare or analyze existingalternative approaches or models for planning, financing, andimplementing SDI or related initiatives in different countries orregions of the world and assess the effects of policy and technicalchoices in addressing cultural, social and economicissues;
  • assess whether SDI projects are achievingprogrammatic goals or broader goals such as supporting nationaleconomic competitiveness, increasing the efficiency and effectivenessof government and advancing health, safety, and socialwell-being;
  • critically examine bestpractices in terms of their policy, technological,institutional and financial approaches and their ultimate effects onimproving efficiency, effectiveness, andequity;
  • identify and assess the implications ofvarious practices and approaches on local, state, provincial, national,trans-national and global stakeholders with a particular emphasis oframifications on developing nations.

Thearticle must adhere to the specifications set forth in the ManuscriptTemplate of the International Journal of SDIResearch.

(3) Article Selection for a SpecialIssue of the International Journal of Spatial Data InfrastructureResearch (IJSDIR)

A post-conference special edition of theInternational Journal of Spatial Data Infrastructure Research (IJSDIR)will be published. Full articles submitted to the conferenceproceedings will be reviewed and a limited number will be invited forsubmission to a full refereeing process after the conference. Articlesadhering to the length and topical areas described under (2) above willbe of the highest priority for consideration for this post-conferencerefereed publication. After revisions in accordance with the critiquesof reviewers, most of the invited articles are likely to be included ina special issue of IJSDIR. The final document needs to adhere to theArticleFormatting Requirements of the International Journal of SDIResearch.
